Job Introduction

Develop and implement policies, procedures and documentation requirements in the Treasury Unit to ensure optimal cash management, maximize net interest income (NII) and minimize risks through efficient assets and liabilities management.

Job Description

  • Monitor, review and consolidate cash flow projections to ensure sufficient funds are available for the future period to support company growth;

  • Verify and analyze yearly the fundraising potential of prospective lenders to ensure there are enough funds to support portfolio growth;

  • Review the formula for determining cash positions to maintain optimal levels of cash at Head Office, regions and branch offices;

  • Monitor and review the forward-looking liquidity coverage ratio (LCR) to ensure the company reaches optimal LCR in line with regulations and lender requirements;

  • Establish and update policies and procedures and documentation requirements in the Treasury Unit for supporting treasury functions to ensure funds are managed properly across Head Office, regional offices and branches;

  • Review cash flow projection tools to ensure they are used properly to manage cash flows and meet the company's expectations;

  • Review payment processing tools to ensure processes flow smoothly and avoid late payments to suppliers;

  • Review and analyze assets and liabilities management reports and make useful recommendations to the Asset Liability Committee (ALCO) to support its decision making;

  • Review assets and liabilities management policy to maximize NII and minimize risks through efficient assets and liabilities management;

  • Review ALCO slide presentation and make sure the information is useful for decision making before submitting to ALCO;

  • Verify and analyze funding and lending costs to provide recommendations in line with credit product profitability and deposit costing for critical profit enhancing decisions handled by ALCO;

  • Verify the maturity of assets and liabilities to make sure the company can meet cash outflow obligations in the future;

  • Review and circulate ALCO meeting minutes so that members can take appropriate and timely action;

  • Develop a funding schedule based on the annual budget to make sure that funds are ready for disbursement in line with cash flow forecasting schedules;

  • Seek competitively priced funds from existing and potential lenders for the company and make sure those funds can be drawn down as needed;

  • Review loan agreements and raise key concerns to the Borrowing Committee in order to accept the terms and conditions for implementation, then request resolution from BOD if required;

  • Forecast key financial covenants for the next 6 months to ensure compliance with NBC regulations and lender requirements;

  • Monitor deposit volatility by product and currency and alert ALCO to any significant change in order to perform liquidity stress testing and scenario analysis;

  • Review the daily internal monetary exchange rate fixed by Amret to make sure all branches use accurate rates;

  • Monitor foreign currency assets mismatch to maintain net open position limits.

Job Requirements

  • Degree in Business Administration, Finance and Banking or other related fields;

  • Minimum 3 years of work experience in treasury or related fields;

  • Good management and problem-solving skills and able to work under pressure;

  • Good computer literacy, Advanced Excel is a plus advantage;

  • Good verbal and written communication in both Khmer and English.
